Ice formation phenomenon in Empire

Traverse reader John Niesen snapped this photo at Empire Beach on February 1. Can anyone explain what natural forces caused these interesting formations?

Guessing; solid ice forms but leaves a pocket hole, as the current underneath moves towards shore especially during harsh weather, water shoots up the pocket hole. Little by little this grows as it freezes.

Known as an ice cave.
